#1 on Google with with quotation marks, but not #1 without

My question is : can I do some on-page optimization so that my site ranks #1 in a google search without quotation marks ? I've read some stuff on keyword prominence, density, etc ... but it doesn't help. .... I only use phrase match and exact match for my keyword research in internet marketing.
